Clearance of Chai Wan THA IV

letting of space in Kwai

On Factory to clearees from Ha Kwai Chung.

Purpose

To clear the site for public housing. development.

To demolish 8 part-built structures to make way for construction of a road to the Chai Wan fier. 148 families of 625 persons will be affected. The fore-mentioned road is expected to be completed in July 1981 by the Highways Office.

To settle the dispute with factory operators cleared from Ha Kwai Chung into Kwai On Factory.

Progress Made & Present Position

Phase IA of Chuk Yuen Cottage Area clearance operation was carried out

on 26.11.80. as scheduled. Affected by this clearance exercise were 449 families, comprising 2,469 persons in 372 cottages and 20 shops and workshops, who had earlier accepted alternative arrangements offered by the Department.

Clearance is being implemented with target completion date on 23rd March 1981. Due to the shortage of lead time and supply of permanent and temporary housing on the island, the licensees affected will have to be rehoused in Kowloon.

A solicitor's letter was sent on 20.11.80. to 131 operators in arrears requiring Notices to payment of the back rent.

quit were served on 28.11.80. on the 40 operators with the largest outstanding arrears terminating their tenancies on 31.12.80. 31 of them appealed against the termination and the Housing Authority Appeals Committee agreed to suspend the notices to quit to the end of January 1981 to enable the operators to make arrangements to settle the arrears. 24.12.80., Secretary for Housing wrote on behalf of H.E. to the representatives
