Eligibility of Squatters involved in

Tenement

Clearances

To review the eligibility of rooftop and kitchen-top squatters for permanent housing, with releva ce to the abolition of the 1964 surveyed structure baseline.

Proposals were approved by the Operations Committee of Housing Authority, under which kitchen-top squatters are treated as if they are tenants of the flats and are eligible for permanent housing provided they satisfy the 15-year Hong Kong residence. Rooftop squatters with proof of residence at the address since the 1976 squatter survey and with 15-year Hong Kong residence are eligible for permanent housing. Other kitchen-top and roof- top squatters are eligible for temporary/primary housing in Urban

Areas.

III Licensed Area Clearance.

The clearance scheduled for 20.11.80. had been deferred for two weeks to allow the operators time to collect their ex-gratia allowances and arrange to move. The clearance of the area began on 4.12.80. and was confronted by the operators who barricaded themselves in the area. After brief scuffles, the operators finally agreed to move. They were given further time to remove their heavy machinery and make other arrangements. Clearance of the whole area was completed on 5.1.81. Of the total of 124 workshops, 34 were reprovisioned in flatted factories and 90 accepted ex-gratia allowance.
