Purpose

To make recommendations for improving the effectiveness

Progress made and present position

The two outstanding issues, the Control of Entry to Primary 1 and the rationalisation of remedial of primary education and for and resource teaching have now been resolved and promoting the development of the White Paper is being drafted. services for the care and education of children below primary school age.

Negotiations with the Organisation for Economic Co-operation and Development (OECD) on major aspects of the organisation of the review have how been completed and a timetable of main events has been agreed. The review Rapporteur, Dr. Greg Hancock, visited Hong Kong on 2-7 March to Hiscuss further details and to carry out informal familiarisation visits to selected educational institutions. The final draft of the official background report is nearing completion.

(a) The Governor-in-Council endorsed the

University & Polytechnic Grants Committee's (UPGC) grant recommendations on 24 February 1981. Finance Committee approved the necessary funds on 11 March 1981.

(b). The Committee to Review Post-Secondary and

Technical Education (CRPSTE) has held 10 meetings so far.

Next quarter 'target

To submit the finalised draft to the Executive Council and to publish.

To complete and formally submit the background report to the Panel of Visitors and special advisers and to begin

preparatory work for the main visit of the Panel in October.
