Purpose
To make recommendations for improving the effectiveness

The review Rapporteur, Dr. Greg Hancock, visited Hong Kong on 2-7 March to Hiscuss further details and to carry out informal familiarisation visits to selected educational institutions. The final draft of the official background report is nearing completion.
(a) The Governor-in-Council endorsed the
University & Polytechnic Grants Committee's (UPGC) grant recommendations on 24 February 1981. Finance Committee approved the necessary funds on 11 March 1981.
(b). The Committee to Review Post-Secondary and
Technical Education (CRPSTE) has held 10 meetings so far.
Next quarter 'target
To submit the finalised draft to the Executive Council and to publish.

To complete and formally submit the background report to the Panel of Visitors and special advisers and to begin
preparatory work for the main visit of the Panel in October.
