With reference to the article in Wen Wei Po on a rising wave of protests from a wider cross-section of the community in 1980 and in the New Year (copy at (1)), you asked that some research be done to ascertain whether we agree with this rather sweeping statement.

As HAB had done a similar exercise in 1979, I have discussed with Tony Reynalds and asked for copies of relevant papers. Unfortunately, they have not pursued the subject actively last year and that another limitation is that the information they received from Government House is in bits and pieces. On the other hand, SPO has gathered some statistics on the number of petitions received by GH and Government Secretariat. Again, the information is by no means complete. I have studied these papers and produced the following comments, but would suggest you treat the figures below with caution.
