Current Member of the Labour Advisory Board, the Hong Kong Productivity Council and is also a Lay Assessor.
Mr. Chan gives an impression of a typical Hong Kong Chinese, one who has received Anglo-Chinese education in Hong Kong. Reserved and modest, he will not speak on subjects not familiar to him but is not afraid to express his opinion. He is also flexible and speaks reasonable English. He was often well prepared by discussing various papers with other workers' representatives before coming to Labour Advisory Board meetings. Views expressed are normally reasonable and moderate.
