Mr. Chen is a highly qualified technocrat who has worked to the top through his own abilities and amid strong competition from his expatriate colleagues. He is better known among the younger generation of managers, executives and professionals, although not widely known to the community at large because he has not been active in voluntary organisations or community projects that attract publicity. However, he is highly intelligent and is well-informed and respected among his own profession, Not outstandingly effective as an individual, but is well-liked by his colleagues in the Legislative Council.
His interests are repairing old cars (of which he is most accomplished), music and sport.
