Violence is so rife here that nearly every day our news media report that a mugger, burglar or robber has stabbed or killed some victims at the slightest provocation. Why? Criminals view the present automatic communtation of the death penalty to life imprisonment as a joke. When they go out on a "job", criminals are confident that there is nothing to be feared under the existing judicial system. "There is no need to die for it" is a common Chinese slang that the locals use to weigh the seriousness of the consequences of a misdeed.
Sir Murray MacLehose, our Governor, understands this
sentiment of the local people. He had gone to London before
to press our case for the restoration of the death penalty in
Hong Kong. We think that there is no better permanent deterrent
to the wave of murders here than capital punishment. The Chinese community has been calling for the reinstatement of the death penalty for years. Now is the time to carry out capital punishment.
We hope that you will give this your careful attention when considering the request for the extension of Sir Murray's term of Governorship in Hong Kong.
