When I saw the Secretary of State at Bledlow I did not raise capital punishment. The circumstances (ladies present, mind on agriculture) were totally wrong and, in any case, on reflection I thought that until we had a constitutional view from the Lawyers it was premature to bother him. The Lawyers may well provide us with a defensible formula.
