1. We spoke. Mr Ridley is concerned that there is now public awareness of the different policies towards capital punishment in Hong Kong and in the other dependencies.

He discussed this on Tuesday with Sir Murray MacLehose. It was agreed that the argument for a different policy for Hong Kong should be re-examined. This argument is that the constitutional position of Hong Kong is such that the Secretary of State has much greater responsibility for the governing of the Territory including the imposition of the death penalty.
