1. Is revision necessary? Shortage of staff. Most, if not all,

provisions feature elsewhere anyway (DSP and local regulations).

2. Recommend that territories revise own regulations. If unable

to achieve with existing staff, FCO will consult ODA to see

whether suitable person available on contract basis.
