'Her Majesty The Queen has been pleased to approve the appointment of Sir Edward Youde KCMG MBE as Governor and Commander-in-Chief, Hong Kong, in succession to

Sir Murray MacLehose GBE KCMG KCVO, whose term.

office expires in April 1982. Sir Edward is expected

to take up his appointment shortly thereafter.

I attach a curriculum vitae of Sir Edward Youde.

I should be grateful if you would inform journalists, particularly stringers for the Hong Kong media and others with a close interest in Hong Kong, that Sir E Youde will be available to meet the Press at the Hong Kong Government Office, 6 Grafton Street, London W1, at 12 noon on 22 December.

4. I attach a list of defensive points for use by Sir E Youde. with the Press. I suggest that News Department should draw only on items A to E inclusive in answering questions at the daily press briefing. These are related to the appointment itself. Items F to H cover policy matters and are slanted to the Hong Kong audience. They would come most appropriately from Sir E Youde himself. It would be best for FCO spokesmen not to use them, taking the line that policy matters fall outside the scope of the appointment's announcement.
