FUTURE STAFFING IN THE DEPENDENT TERRITORIES
1. I discussed your letter of 30 December and the paper enclosed with it with the Inspectors when they were here recently and I think they agreed with me that the Chief Secretary post would be a little too difficult for on-the-job training for anyone without any previous Colonial Service experience. I think it would be fine for someone like the present grade 7 here at the appropriate time in his career bacause a tour as Governor's Assistant would
give him the right sort of background and understanding of a Colonial Government. But I think that for someone coming from a main-stream career in the Diplomatic Service it would be too much like throwing him in the deep end.
