Future Staffing in the Dependent Territories

Thank you for your letter of 10 March. We are evidently thinking along similar lines.

As regards the movement of officers from Hong Kong to other territories, I think the first step is to find one's man. We would then try to be as flexible and helpful as possible over the question of career assurances and remuneration.

As regards the value of a spell in Hong Kong for future gubernatorial candidates elsewhere, I think that Peter Lloyd and you are both correct in your assessment. In practice I think the value of such a posting to Hong Kong would depend very much on the man himself, the time and the circumstances. Where the omens are good (or as the locals would say: the geomancy is favourable) we should press ahead.

May I say by way of postscript that Patrick Williamson conveyed to me your message about a particular secondment to Hong Kong and I will get in touch with you after we have explored the possibilities.
