FUTURE STAFFING OF THE DEPENDENT TERRITORIES: TRAINING
1. Please refer to your minute of 21 January at folio 2.
2. We did not have much success with the ODA. I have not received a written reply from Mr Stickels (to whom your minute of 2 January was passed) but I have discussed this matter with him. The short answer is that ODA do not train their staff for service in the Dependent Territories.
3. I then consulted Margaret Klein at the Institute of Development Studies in Brighton (0273 606 261). She was very helpful and recalled the time when Mr Davidson went to the Institute to attend a conference on Future of the Dependent Territories. I explained the need for some sort of training programme (and not just a conference) and she would be willing to organise this. She went on to say that the ODA normally arranged a course for one week every year. Although it was not regarded as training, the course included lectures on problems of development, mixed economy, the Brandt report etc. but no course had been arranged for this year.
4. The costs involved would amount to £150 per person per week for tuition fees and a further £8 per night for bed and breakfast only.
5. Miss Klein is willing to arrange a course for us but we would need to give her a more specific idea of what we would like to be included. She is available to discuss the matter
in more detail.
