Please see Miss Maxwell's minute above. This sounds admirable. I have had a preliminary discussion with Training Department, Mr Nelson, who is no longer responsible for the Training budget, but he indicated that it would be likely to be the sort of expense which Training Department could meet on an ad hoc basis. If a more regular programme than one or two officers a year were envisaged obviously a more firm commitment would have to be included in the Training Department budget. I have not yet discussed with the Desk Officer concerned, but shall do so when he is available tomorrow.

2. Please also see Folio 3, the letter from General Sir William Jackson on the staffing paper. I am afraid that this has been overlooked. I attach a draft letter which incorporates our preliminary comments on the suggestions by Mr O'Neill.
