Please refer to your minute of 19 January and our conversation of today.

I enclose a draft Commission for a Governor. (This particular Commission was prepared for Sir Richard Posnett, Governor designate, Bermuda.) The original Commission should either accompany the Governor when he leaves for the territory or precede him, as it is required for the Swearing In Ceremony. In the case of Sir Richard Posnett, he will carry the original and a copy will be sent to Bermuda in advance. No copies need to be sent to Ascension or Tristan da Cunha.

3. I also enclose a copy of the minute sent to News Department giving details of the appointment and a copy of the circular prepared for FCO and Whitehall distribution. This circular should be typed in final as in the attached form and then sent to DSRC for reproduction and distribution. (This is no longer handled by ASD.)

We spoke about a Governor's briefing programme and I explained that it should be arranged in consultation with the relevant geographical department.

1. We spoke but for the record Heads of Mission Section do not prepare Commissions for Heads of Mission. Our responsibility as far as Commissions is concerned is to advise Protocol and Conference Department of the day the Head of Mission arrives in post. PCD then prepared the Commission and Heads of Mission Section send it to the post.

2. The Minute and Circular referred to in your paragraph 3 are similar to minutes and circulars sent out by Personnel Operations Department for Heads of Mission. The minute is sent out by the Head of POD and the circular is sent out by Miss Taylor
