APPOINTMENT OF GOVERNOR

1. Thank you for your minute of 10 February

2. As I have explained, the geographical department is the lead department when arranging a Governor's briefing programme. When we spoke today you said that you would speak to Mr Noss, WIAD, about the arrangements for Sir Richard Posnett, Governor designate, Bermuda. I understand that Sir Richard has already had consult- ations with WIAD.

The briefing programme for Mr John Massingham, Governor designate, St Helena, has been arranged by Miss Doig, WIAD, and is well in hand. You should consult her for any information on Mr Massingham's programme.

4. The attached "Distribution List for Heads of Mission Dates of Consultation Notices", which was sent to us by POD, was circulated to the geographical departments dealing with a dependent territory The names of those whom we think should be informed of the appoint- ment of a new Governor and told that he is available for consult- ation have been marked with a tick, B for Belize, G for Gibraltar and FI for Falkland Islands.
