2. Knowing Tom Russell pretty well I doubt if he has omitted anything of substance. I have added to the list one or two financial chores of purely local application connected with certain revolving loan funds. It occurs to me that under the TCO/OSAS officers head at the top of page 2 of the list one might add "are they fulfilling their proper training function ?". Too often there is a tendency merely to keep the seat warm.

3. The papers will be brought up for John Massingham following his
