It was agreed by all except Mr Godden that this was a

useful exercise that could draw Governors' attention to

aspects of their job that might otherwise be overlooked.

Mr Godden felt it 'dangerous' to have all the answers typed out

on a piece of paper, especially with inexperienced DS people

coming in. However it was felt the questionnaire would be used

intelligently, and indeed DS posts have this kind of thing,

especially handing-over notes. The questionnaire could start as

Revision of Colonial Regulations

The paper was noted for information. Messrs. Hennessy,

Russell and Godden did not like the confusion of Col. Regs. and

local regulations and thought the former should be scrapped.

Mr Dale thought that revision was easy to do oneself, deleting

those regs. covered elsewhere.

Item 18: Financial Chicanery

(BVI)/Banking (Montserrat)

Mr Davidson thought the new banking adviser would be able

to advise on his current problem of the Merchant and Mariners

Bank. The Fraud Squad should not be needed, merely good advice

to warn off those involved.
