Law:
Are draft laws presented to the Governor in the proper form with all the guidance he needs to enable him to give his assent?
Is the Chief of Police hampered in his work because of the inadequacy of any law?
Finance and Economics:
Is the extent of HMG's and the Governor's responsibility for financial matters quite clear?
Portfolios/Organisational:
Are the extent and limitations of powers delegated to Ministers clear?
Is there adequate provision to cover Ministerial absences? Are there adequate safeguards against corruption?
Statutory Boards:
Are they all legally constituted in accordance with current legislation?
Is the extent of the Governor's responsibility for their appointment clear?
Relations:
Insofar as HMG is not financially responsible for office supplies, accommodation, furniture, repairs, etc, are arrangements satis factory?
How is the morale of your own staff?
Do they have adequate amenities?
I suggest that we should add a new section as follows:-
External Relations:
Are Ministers keeping the Governor fully informed of any direct official contacts they may have with foreign governments and of official visits they make overseas?
Is the procedure for the conclusion of agreements with foreign countries or international organisations correct?
Is authority to sign agreements being obtained from the Secretary of State?
Is the procedure for ratifying agreements correct?
