1. The draft Self-Inspection Questionnaire for the Governor of a Colony sent with Mr Morrice's letter of 28 November (Folio 10) is to be discussed at the Conference of Caribbean Governors next month.
In the light of our own experience in Belize with a more advanced Constitution, we might suggest that some or all of the following questions should be added:-
Constitutional:
When was the Constitution last revised?
Are the extent and limitations of the Governor's powers absolutely clear?
Does the possession of any of these powers cause friction between the Governor and the Chief Minister/Premier?
Do any other provisions of the Constitution cause friction? Does the Governor have the necessary back-up organisation to exercise his powers efficiently?
Does the Constitution allow sufficient flexibility to enable the Governor to delegate tasks to others?
Public Service:
Is the PSC doing its job properly?
How long do members serve?
Is a note kept of possible alternatives to fill any gaps which may arise?
Can members be removed without too much difficulty if unsatis- factory?
What guarantees are there against political interference?
Is the procedure for dealing with corruption in the Civil Service satisfactory?
Are Civil Servants punctual in attending their offices?
Are they dealing expeditiously enough with their tasks?
Police:
What powers does the Governor have?
What checks are there on the powers of the Chief of Police if needed?
Is the Chief of Police delegating authority satisfactorily?
Are promotion procedures satisfactory?
Is the Police budget sufficient to meet needs?
