On 18th November 1980, the Council advised on the recommendations contained in the Commission's Second Report on Civil Service Pay (Report No 5) and their separate letter of 7th October 1980 on the Technical and Survey Officer grades. Members were informed that a small number of grades still remained to be reviewed by the Commission. Reviews of three of the largest of these outstanding grades have now been completed and advice is sought on recommendations concerning the Housing Assistant and Housing Manager grades, and the Works Supervisor grade, contained in letters dated 4th November 1980 and 12th November 1980 at Annex A and B respectively.

The Commission's recommendations are a development of the initial view stated in its First Report on Civil Service Pay (Report No 2) that the range of four different entry qualifications for the Housing Assistant grade was unsatisfactory, and that the practice of appointing Housing Managers from the Housing Assistant grade should be recognised. Accordingly a single grade requiring matriculation for entry has been recommended, with the following pay scale and structure:

Matriculation has been selected as the minimum entry qualification because it is appropriate to the nature of the job itself and because entrance. to the Hong Kong University Certificate in Housing and Estate Management requires matriculation.
