1.

To reply to a letter of 26 June to the Secretary of State

from Mr Dennis Canavan MP (Stirlingshire West - Labour) with

which he enclosed a circular letter from the Organising Committee

of the Hong Kong Social Workers' General Union. Mr Blaker sent

an interim reply on 3 July.

Recommendation

I recommend that Mr Blaker reply along the lines of the

attached self-explanatory draft, based on information provided

by the Hong Kong Government.
