(e) The Staff Side felt that consideration

should be given to laying down arrangements for resolving disagreement between staff and management in departmental councils.

(f) It was considered by the Staff Side that

heads of departments or their deputies should chair the central departmental council meetings personally and they should be well versed with union matters and should have sympathetic attitude towards unionism.

Chapter 4 - Central Consultative Machinery

On this chapter, the Staff Side's comments are mainly centred on the following points :

(a) The Staff Side expressed interest in the

addition of the vord Consultative" for the Junior Council.

(b) The Staff side considered the concept of

defining the scope of membership by reference to salary points is too vague and they considered one of the alternatives is to confine the Junior Council to Model Scale 1 staff as there is a clear distinction between the terms of employment and conditions of service of Model Scale 1 staff and other staff remunerated on the Master Pay Scale. Furthermore, the staff side pointed out that the relationship between the proposed Junior Council and the existing Senior Council and the proposed departmental councils and the Administration had not been clearly spelt out in the Report and that this aspect should be closely examined when drafting the constitution of the Junior Council.

(c) The Staff Side considered the existing

arrangement whereby the 3 Staff Associations of the Senior Civil Service Council are unable to make direct representation to the Ross Committee unsatisfactory. They claimed the 3 Associations do have directorate staff on their membership and therefore would like to be able to make direct representation to the Ross Committee on such members' behalf.

(a) The Staff Side showed concern about the

size of the Junior Council and the proper balance of representation for various grades. There is no mention of the chairmanship of the Council in the Report.
