Departmental Consultative Machinery

The Staff Side particularly draw attention to the following points when commenting on the recommendations in this chapter :

(a)

Clear-cut guidelines should be drawn up by the Administration for issue to departments regarding the setting up of departmental consultative councils; the Staff Side should be consulted on the guidelines.

(b) The representative of the Civil Service

Branch at departmental councils should be of a reasonably high rank in order to make/ the discussion in council meetings useful.

(c) The Report does not define the meaning of "staff groups" in paragraph 3.9(b). This is likely to give rise to problems of selection and could also lead to fragmentation of staff associations/unions in that splinter groups may be formed just to obtain representation in departmental councils. The Staff Side therefore suggested that staff groups" be clearly defined, probably based on a representational yard- stick, i.e. such groups must represent a certain proportion of or a minimum number of staff within the particular grade before they can be accorded recognition in the departmental councils.

(a)

It would be advisable to establish a close link between the departmental councils and the central Senior or Junior civil service councils. Service-wide issues discussed in departmental councils should be referrable to the central councils. The staff side therefore suggested that consideration be given to defining clearly the relationship between departmental councils and the central councils.
