Welfare Class Review

His Excellency the Governor has authorised me

to reply to your letter of, 29 April on his behalf.

2.

It was not considered appropriate for staff

associations and unions representing the social workers in

the voluntary sector to be represented on the Steering

Committee as their review concerns the structure and grading

of posts for the purposes of subvention. This process is

intended to be advisory to the Voluntary Agencies and to the

Government. However, as I explained in my letter of 18 March,

you are welcome to make representations to either the Steering

Committee or the Working Group, or both.

3.

Any consultation or negotiations on salaries and

conditions of service which you appear to seek should take

place between yourselves and the other staff associations

on the one hand, and the Voluntary Agencies as the

employers on the other.

4.

I attach a copy of my reply in the Legislative

Council on 16 April 1980 to the points made by Dr. the Hon.

Harry Fang.
