I wrote to you on 18 October 1979 about the case

of your constituent, Mrs C V Penhearow. I have now re-

ceived from the Hong Kong Government further information

on her request for compensation for the loss she suffered

from the fluctuations in the exchange rate of the Hong

Kong dollar. I am sorry about the delay in letting you

have this substantive reply; Hong Kong's researches on the

subject have however been very comprehensive.

The Hong Kong Secretary for the Civil Service has now

reconsidered this case in detail but has had to conclude

that there are insufficient grounds for him to approach

the Hong Kong legislature for additional funds to

compensate Mrs Penhearow.

In reaching this conclusion, he has had to take into

account the fact that the sums due to Mrs Penhearow were

for payment in Hong Kong dollars. The delays which

occurred before the payments could be made (and which were

the cause of Mrs Penhearow's loss) were not unreasonable

in the circumstances.

Indeed, the Secretary for the

Civil Service appears to have gone out of his way to try

to speed up the process.
