5. The Secretary for the Civil Service has now replied

Kong telegram No 17. He has concluded with regret that there are

insufficient grounds for an ex gratia award. I think we must

accept this conclusion, pariicularly in view of the very generous

heatment that Mrs Penhearow received from the Hong Kong Government, full

details of which were not previously known to us.
