The Senior Civil Service Council is not concerned with Model Scale 1 salaries but, as noted in paragraph 2 above, the PIU is also responsible for reporting upon private sector salary adjustments made to comparable employees. An analysis of the data indicates the following-

Following the Steering Committee's consideration of the PIU's Report, a letter, dated 30th May 1980 and headed "Pay Claim 1980", has been received from the Staff Side and is regarded by them as a formal claim. But it is imprecise, in that it simply asks that the results of the Pay Trend Survey should form "the main basis for an adjustment of salaries with effect from 1st April 1980" although, for "social reasons", it seeks an adjustment to the Pay Trend Survey figures "in favour of the lower and middle salary bands". A copy of the letter is at Annex A. On 18th June 1980, the Staff Side was informed that their letter was being considered.
