This Memorandum seeks Members' advice on the appropriate position which the Administration shouldadopt in discussions in the Senior Civil Service Council on a service-wide paadjustment for the Civil Service in 1980.

Under the normal arrangements for the determination of service-wide pay adjustments, the Senior Civil Service Council agrees, in about January each year, that the Pay Investigation Unit (PIU) should carry out a survey to establish pay trends in the private sector in the 12 month period from April one year to the next. The Steering Committee of the Senior Civil Service Council then considers the PIU's Report on its survey. The Steering Committee's agreed conclusions are expressed as three separate percentage figures for the bottom band, middle band and top band of the Master Pay Scale. In addition, the survey provides similar evidence of trends in the private sector for Model Scale 1 for use by the Official Side.

Once the Steering Committee has completed its consideration of the Report, the Staff Side of the Senior Civil Service Council prepares a joint pay claim on behalf of the three main Staff Associations, namely the Association of Expatriate Civil Servants, the Senior Non-Expatriate Officers Association, and the Hong Kong Chinese Civil Servants Association, which are represented on it. This is considered at a meeting of the Senior Civil Service Council and, if a joint recommendation for a pay adjustment from 1st April is agreed, the advice of Council is sought and, subsequently, Finance Committee is invited to approve the necessary funds. In the absence of an agreement being reached it is open to the Staff Side under the terms of the 1968 Agreement (between the Hong Kong Government and the main Staff Associations) to request a Committee of Inquiry.

PIU's Pay Trend Survey 1980

This year, the PIU having completed its survey of private sector pay trends for the period 2nd April 1979 to 1st April 1980, its Report was considered by the Steering Committee of the Senior Civil Service Council on 29th April and 5th May 1980. (Copies of the PIU's Pay Trend Survey Report and the Steering Committee's Report are availabe to Members on request.) The Steering Committee's agreed conclusions on pay trends in the private sector in 1979-80 were as follows
