It was recently disclosed by A.J. Carter, Deputy Director of Immigration that (the Government) intends to limit the daily quota of legal immigrants from China mainland and consider rejecting holders of

valid six-months' entry permits to renew the same.

Similar speeches could be read from the newspapers before

Carter made such announcement. There seems to be a mutual understanding between the authorities and their people, forming 'public opinion so

that the aim of limiting the entry number of holders of permits could

be achieved.

This is yet another measure adopted by the Hong Kong authorities,

subsequent to her abandoning the "reach-base" policy, something to be

noted and studied.

motive

Some time ago, the virtue behind the Hong Kong Government's

show move to stem illegal immigrants is evidently shame to the public. At the

beginning, she absorbed cheaply the converged labour force contributed

by illegal immigrants from China to make Hong Kong prosperous. When

there were signs of an economic decline and the labour force from all

trades got saturated, the HKG shifted the blame onto the illegal

immigrants and made wide publicity, resorting them to a policy of

restraint. She simply manipulates the situation by mere reference to

the accompanying disadvantages and advantages. She is now thinking of

adopting similar tactics to deal with holders of permits. We do think

that this is an imprudent and contrary to reason, overlooking history

and reality. This is something hard to accomplish.
