Labour Department commenced checks on proof of identity of employees, and of employers' records of employees' identity documents, during normal labour inspection programme.
Police carried out checks of selected areas previously frequented by illegal immigrants.
Concentrated Labour Department inspections of factories solely to check on identity records.
Police commenced issue of summonses to persons not carrying proof of identity.
Measures to enforce the CHAMPION policy have been introduced progressively since 24th October as follows:
(1) Police have checked the identities of an estimated 200, 000 persons, resulting in 7,342 warnings, 843 summonses, 73 charges and 86 transfers to Victoria Immigration Centre (VIC). Only a few of the summonses have so far been heard. All the charges have however been dealt with, the fines imposed ranging from $100 to $500. These results have been achieved by:
(a) the deployment of 44 "Action Squads" 200 officers
whose sole duty has been checking;
(b)

the mounting of large special sweep operations whereby all persons in a number of suspect areas have been checked;
directions to all officers to check proof of identity as a subsidiary task during the course of their normal duties.
(2) Labour Department Inspectors have visited about 17, 000 places
of work to check records being maintained by employers and the identity documents of randomly selected employees (about 50,000 in all). In 1,359 establishments records were lacking or inadequate and 201 employees were found not to be carrying proof of identity. Employers were warned and details of employees reported to Immigration Department.
