ANNEX 'A' TO

RULES OF ENGAGEMENT dated 28th May 1980

1.

It is proposed that the following rules, based on Police

General Orders and the Army Yellow Card, be promulgated to all HK

maritime security forces.

GENERAL RULES

2.

Never use more force than the minimum necessary to enable,

you to carry out your duties.

3.

Personnel must practise the greatest forbearance in all

situations and should not resort to the use of firearms unless

there is no lesser alternative.

4.

Whenever possible, warning should always be given of the

intention to use firearms and the nature and degree of force which

will be used.

5.

If you act honestly and carefully and your action is

justified, you are protected by the law and have nothing to fear.
