whether the Immigration (Amendment) (No 3) Regulations 1980 at Annex C and the Registration of Persons (Amendment) (No 2) Regulations 1980 at Annex E should be approved and held ready to be made on a date to be decided by Members;

whether the Immigration (Unauthorised Entrants) (Amendment) Order 1980 at Annex D should be made at once or should be held ready for making at the same time as (b) above;

whether the operational plan described in paragraphs 10 to 17 should be approved and held ready to be implemented at a date to be decided by Members, in conjunction with (a) and (b) above.

Members will also be asked to advise whether or not adjudi- cators of appeals should be empowered to allow legal representation at their discretion (paragraph 9).

(The Political Adviser (Dr D. C. WILSON), the Commissioner of Police (Mr Roy HENRY), the Commissioner for Labour (Mr J. N. HENDERSON) and the Director of Immigration (Mr R. G. B. BRIDGE) and Senior Assistant Law Draftsman (Acting) (Mr D. LITTLE) will attend before the Council for the discussion of this item).
