REINFORCEMENT

I attach a draft minute to PS/S of S to confirm that a reinforcing battalion is shortly due to deploy to Hong Kong as the security situation has not improved since June. I should be grateful for any comments by close of play Tuesday 2 September. It would be helpful if the FCO could confirm that my interpretation of the August illegal immigration statistics is correct (as I only have figures up to 18 August and I imagine more recent returns might now be available).
