I put the attached submission to Mr Donald. As you see, I altered the terms of the draft speaking note. However, Mr Donald and Sir E Youde do not like this solution. They have now agreed that, since Huang Hua was reasonably positive in response to the Secretary of State this afternoon and since Sir E Youde should be able to build on this when he talks to the Foreign Minister tomorrow, we can go straight to Ministers with a recommendation that the timing be accepted now and the Governor be given discretion to implement subject to a satisfactory conversation with Governor Xi. We should prepare this submission on Friday after Huang Hua has gone.
