HONG KONG: ILLEGAL IMMIGRATION
Problem
1.
What action should we take to draw to the attention of the
Chinese Government the need to reduce the flow of illegal immigrants
in view of Hong Kong's contingency plans to tighten actions against
illegals?
Recommendation
2.
I recommend that, in the light of the comments received from
Hong Kong and Peking, Mr Blaker summon the Chinese Ambassador for
a general discussion of the problem. This would also afford an
opportunity to raise with him the issue of China/UK air services.
MAED are briefing the Minister orally on this and I attach speaking
notes on both subjects. The Governor and HMA Peking should be told
of the timing of the call and I accordingly submit a draft telegram
for PS/Mr Blaker to send when he has fixed a time for the Chinese
Ambassador to call.
Background and Argument
3. In my submission of 14 May, I outlined the Governor's contingency
plans for dealing with a mass influx of illegal immigrants from
China this summer. In paragraph 8 of my submission, I argued that,
before the contingency plans were introduced, we should make
another approach to the Chinese on the general issue after
consulting the Governor and HMA Peking.
This was agreed by the
