5. The assurance that the principles established earlier

on exceptions (on humanitarian grounds, for political refugees,

etc) will be of particular importance for Ministers if they

have to defend the measures in Parliament (paragraph 5 of

Mr Davies' letter).

6. I have submitted separately on representations to the

Chinese about the need for further measures on their part in

order to reduce the flow of illegal immigrants. We shall need

to consider at the appropriate time what further action we should

take with the Chinese if it is decided to enact this legislation

in Hong Kong.
