Minutes of the Seventh Council Meeting of the Senior Non-Expatriate Officers' Association for the session 1967/68 held at the Jolunteer Officers' Mess, 2nd Floor, Beaconsfield House, Queen's Road, Central, opposite the Shanghai Bank, on Thursday, 19th October, 1967 at 6 p.m.

Report on Meeting with Lord Shepherd
(a)
The Association's delegation reported on their meeting with Lord Shepherd and his two U.K. advisers that morning. The meeting was friendly and informal, but the shortage of time prevented the thorough airing of all the points the Association wished to put across. However, an Aide Memoire had been prepared by delegation and tabled at the Meeting. Aide Memoire is appended hereto.

the discussions with Lord Shepherd;-

The Secretary of State could only act on the S.N.E.O.A. 's charge of local officers being shunted around in Departments to keep them out of the line for acting appointments and hence deprive them of experience for substantive appointments if specific instances could be cited. It was agreed that Members should be asked to report such cases for record and subsequent action.
The Minister of State defended the extra privileges of expatriates on the grounds of need and that if the same fringe benefits were extended to all, it would impose too onerous a financial burden to the local taxpayer.. The Association countered this by pointing out that all all Cervice salaries ord bomafies were already paid for by Hong Kong without any U.K. contribution and the existence of these un- equal conditions was a contributory factor to Government's failure to fill more senior posts locally.
