7.1 Such a person is also to be entitled to be registered by the Secretary of State as a citizen of the BDT if the Secretary of State is satisfied that he has been stateless from birth, that he is at least 10 and not more than 21 years old, and has been for at least 5 years before his application resident (in the sense required for naturalisation purposes see the Appendix to these Instructions) in a dependency.

The Bill should provide that a child in respect of whom an adoption order is made in a dependency should, while a minor, be entitled to registration by the Secretary of State as a citizen

of the BDT if the adoptive parent or, if joint, one of them is such a citizen at the time of the adoption and the adoptive parent or, if joint, both of the consent to the registration.
