Your telno 95 of 15 January: CITIZENSHIP.

2. I understand the feelings of those who have made

representation on the subject for Hong Kong. We will do

everything possible to make a satisfactory provision in

the new legislation to meet these views) but there are

parameters within which we must work.

3. The unitary form of citizenship, and the title that

goes with it, though appropriate when the 1948 Act came

into force became inappropriate when the UK could no

longer accept the obligation to admit for settlement in

the UK all possessors of that title. The consequential

immigration legislation which effectively divided

citizens into separate categories is in conflict with the

/sentiment
