categories of citizens into which the present CUKCS will

be divided. This does not appear to have been considered by

the Home Office. I recommend that Lord Carrington should tell

Hong Kong that FCO Ministers are prepared to reopen this

question with Home Office Ministers (paragraph 5 of the draft

telegram). We can expect very strong opposition from the Home

Office to retention of "British Subject" and the draft

telegram makes it clear to Hong Kong that the outcome is by no

means certain.

7. The remaining choices of citizenship title embraces

variations of " Citizen of the British Dependent Territories"

and "British Dependent Territories Citizen" are discussed in

ん para 6 et seq of the draft telegram, but I do not think that

FCO Ministers need consider them until we have had further

clarification from Hong Kong.
