Mr Bullard is to hold talks with the Spanish Political Director, Sr Duran in Madrid on 3 March. The agenda is:

Mr Bullard does not need lengthy briefing. In most subjects a small selection of key papers will be sufficient, but some departments may require either to update them, or draw attention to particular points which should or should not, be made to the Spaniards. When briefs are provided they should be on blue crested paper (1+1) and use the following format:

3. [ECD(E) and (I) only] Would ECD(E) please include among their contribution a short analysis of major points in the Spanish accession negotiations, including the issues relevant to the Gibraltar problem, and ECD(I) a piece on the UK approach to the EC.

[Defence Dept only] Would Defence Department please cover MBFR, European Disarmament Conference, prospects for SALT IV, TNF modernisation, Spain/NATO.

5. [CSCE Unit only] If you decide not to participate in the talks on CSCE (and/hold your own talks) please include a fairly full account of preparations amongst the Nine and participation at Madrid by Mediterranean non-signatories.
