5. For Canberra: The Prime Minister did not raise this question during Mr Fraser's visit to London. In approaching the Australians you will no doubt stress that we are fully conscious of their difficult position as a country both of first refuge and of final settlement. Nevertheless, thagh we recognise their preoccupation with ASEAN and particularly Malaysia, we are deeply disappointed at the small numbers they have taken from Hong Kong.
