I should like to take advantage of the approaching holiday season to convey to you my very best wishes as well as my profound appreciation for what Hong Kong has done on behalf of refugees during the past year.

Hong Kong's humane attitude in refugee matters has been a source of gratification to all those concerned with the plight of Indo-Chinese refugees. This humane and liberal policy has been further demonstrated by the most welcome opportunity given to the Vietnamese refugees to work pending their departure from Hong Kong.

Regarding resettlement, I feel most gratified by the fact that departures have attained a satisfactory rate and that the burden on Hong Kong has diminished significantly over the past year. No doubt the excellent co-operation which has prevailed between the Hong Kong authorities and UNHCR has facilitated this welcome development.

I look forward to the opportunity of meeting you again soon and would appreciate it if you could also convey to your colleages who deal with refugee matters my deep appreciation for their work and their achievements.
