Many thanks for your kind Tetter of 5th December. Although the boat refugee problem has receded somewhat, there are still 22,000 boat refugees in Hong Kong waiting for resettlement overseas. I very much hope that this number will be substantially reduced in the coming year and, barring another exodus from Vietnam, that by the same time next year we will be able to say that the problem is solved. To this end, I am sure I will be able to rely on your good offices, and the most able assistance of your representatives here, with whom we enjoy an excellent working relationship. I would be most grateful if you could convey to them my appreciation for the valuable work they have done, in arranging for the care and maintenance of refugees in Hong Kong, and in resettling them elsewhere.
I am particularly grateful for your own continuing interest in spite of your vast responsibilities elsewhere.
