The Minister should resist any suggestions that Cuban refugees

accepted into the UK be set against the UK quota of 10,000 Indo-

Chinese refugees. This number was requested by the United

Nations High Commissioner for Refugees and announced by the

Secretary of State in the House of Lords on 18 July 1979 when

he said that the 10,000 would be taken from Hong Kong. Any

encroachment on this figure would be very badly received in Hong

Kong, particularly since there is already disappointment there

at the rate at which the UK has been meeting its commitment.
