be given to the Americans or others to curtail their

ow off-take from Hong Kong on the grounds that we

had decided not to renew our own commitment,

Current indications are that the UK quota may

not be fulfilled until well into 1981, but that

the UNHCR is confident of maintaining the departure

rate at over 2000 per month in 1981. With some 24,000

Vietnamese refugees likely to be left in Hong Kong at the end of 1980, and arrivals now well below the early

1980 average of under 1000 per month, this should be

sufficient to prevent serious trouble in Hong Kong

for the foreseeable future,
