Thank you for your letter HKK 210/2 of 25 April. I now attach a self-contained note which I hope will be of assistance in preparing a brief for the British observer at the 33rd Session of the U.N. Economic and Social Council's Sub-Commission on Prevention of Discrimination and Protection of Minorities in August.

We have followed the framework suggested by Bill Quantrill in his letter of 8 November 1979 and I feel that we have covered most of the points made.
